How Intelligence Agencies Are Organized
Most services divide along three lines: collection, analysis, and covert action. Collection splits by discipline, human intelligence from recruited agents, signals intelligence from intercepted communications, and imagery from aircraft and satellites. Analysis turns raw reporting into assessments for leaders, ideally insulated from policy pressure.
Covert action, secret operations meant to influence events abroad, is usually walled off so it cannot contaminate reporting. Democracies add a fourth pillar, oversight, through legislatures and courts. The United States runs eighteen separate agencies under a national director, Britain separates MI5 at home from MI6 abroad, and most continental services mirror that split.
