The intelligence service of South Korea, born from the KCIA of 1961
Overview
The service began as the Korean Central Intelligence Agency in 1961 under President Park Chung-hee and acquired a dark reputation for domestic intervention, including the 1973 abduction of opposition leader Kim Dae-jung from Japan. Democratization forced reforms and a 1999 renaming. Successive governments have restructured it to focus on foreign threats and counterintelligence rather than domestic politics, and its past interference remains a central case study in intelligence democratization. Past agencies interfered in elections, and successive reform commissions have curtailed domestic operations.
