Overview
Established by the Intelligence Reform and Terrorism Prevention Act of 2004 after the 9/11 Commission criticized poor information sharing, the ODNI took over from the CIA director the job of leading the intelligence community. The Director of National Intelligence is the principal intelligence adviser to the President, oversees the national intelligence budget and the daily intelligence brief, and runs centers such as the National Counterterrorism Center. John Negroponte became the first director in 2005. Critics have argued the office added bureaucracy without full authority over the many agencies housed in the Pentagon, and its size and role remain debated.
