Overview
The AIVD succeeded the BVD in 2002 and monitors espionage, terrorism, and proliferation threats to the Netherlands. Its oversight structure, including an independent review committee that reports to parliament, is frequently cited as a model of democratic supervision. The service gained international attention in 2018 when it caught GRU officers in a car park outside the chemical weapons watchdog in The Hague and expelled them, sharing the evidence publicly. Counterintelligence against Russian and Chinese operations remains a top priority. Annual public reports outline threat assessments, an unusually open practice among services.
