Overview
ECHELON refers to the global interception and distribution network described by journalists and examined in a 2001 European Parliament inquiry, linking Five Eyes listening stations to satellite and telecommunications interception. The European study weighed concerns about commercial espionage and urged encryption and oversight. The services themselves never confirmed its scope, and disclosures of 2013 reframed ECHELON as one visible layer of a far broader shared collection architecture. The controversy shaped European data protection policy for a generation. The inquiry concluded that surveillance capability had outpaced legal protection in every member state.
